1. The Republic of Croatia has received a loan from
the International Bank for Reconstruction and Development (IBRD) towards the
cost of Croatia Agricultural Acquis Cohesion Project. As the Borrower, Ministry
of Agriculture, Fisheries and Rural Development intends to apply the proceeds

2. Brief description of the requested services:
The CAACP aims to assist the government of Croatia in its EU accession efforts
in areas of agriculture and rural development. To assist project implementation
the Project Implementation Unit (PIU) has prepared a project Monitoring and
Evaluation (M&E) Plan. The PIU now plans to outsource project M&E
activities and contract a competent external agency/consultancy to undertake
these activities.
The duties and responsibilities of the M&E consultant will include:
Preparing programme of work covering the whole period of the assignment;
collect data and creating relevant database; undertaking two surveys; analyse
documents and prepare reports; assess progress and asses overall project
impact.

3. Expected commencement of this assignment is in the first quarter of 2009 and
will continue until the project ends in April 2010, a total estimated elapsed
period of about 16 months, with additional time to present the impact
assessment in June 2010.
5. All interested parties should submit in their Expressions of interest
documents information to confirm their qualifications and experience in:

Possession of a good understanding of agricultural and rural development issues
in Croatia and the requirements for EU accession and the processes involved.
NOTE: At the time of submitting the expressions of interest the company should
confirm that they will provide staff with the experience and qualifications
required in the TOR.
4. Ministry of Agriculture, Fisheries and Rural Development now invite eligible
firms to express their interest in providing the requested services. Interested
firms shall provide information indicating that they are qualified to perform
the services (e.g. brochures, description of their experience in similar scopes
of works, experience in similar conditions, availability of appropriate skilled
staff, etc.).
6. A company for this assignment will be selected in accordance with the
Consultant’s Qualification selection method and procedures set out in the World
Bank's Guidelines: Selection and Employment of
Consultants by World Bank Borrowers (issue: May 2004) following Consultants Qualification Selection Method.

The Republic of Armenia has received financing
from the World Bank toward the cost of the Avian Influenza Preparedness
Project, and intends to apply part of the proceeds for consultant services.
Table Top Simulation Exercises will target the personnel of the MOA VSI and the
MOH San-Epid from the marz (district) to the Inter-Ministerial Task Force
(IMTF) to deal effectively with AI virus introductions into Armenia. A series
of Table Top Simulation Exercises over about 10 months will progressively
identify deficiencies, constraints and gaps and hone the Armenian AI response
capability from the field to decision makers in the VSI and San-Epid up to
senior authorities in the government.
Specifically, the an International Table Top Simulation Exercise Specialist
(TTSE) consultant is expected to lead up to four Table Top AI simulation
exercises with staff of the Veterinary State Inspectorate, State Hygiene and
Anti-epidemic Inspectorate and the Inter-Ministerial Task Force to simulate the
response to an AI outbreak and identify constraints, gaps or weaknesses in the
control and response plans.
The consultant will work closely with Animal Component Coordinator of the AIP
project, Ministry of Agriculture, Ministry of Health, the World Bank Task Team,
and the staff of the World Bank Country Office in Armenia including the
responsible Operations Analyst. The work is expected to start in as soon as
possible after a suitable generic table top simulation model becomes available
(possibly by mid-2007 under a proposed USAID-funded project supporting FAO and
WHO) and will encompass around 50 days over five missions in 2007 and through
the end of 2008.
The Agricultural Reform Support Project Implementation Unit State Institution
(ARSPIU SI) now invites eligible consultants to indicate their interest in
providing the services. Interested consultants must provide information
indicating that they are qualified to perform the services (brochures,
description of similar assignments, experience in similar conditions,
availability of appropriate skills among staff, etc.).
